Though .dat file can contain any data format, in the AV world it is mainly used to store MPEG-1 or MPEG-2 video that is found in VCDs or SVCDs. You can use any media player to try to play a .dat file. However if it can't play it, the most possible reason is that the .dat file is not a video/audio file.
